Create an exact copy of your body outline layer, by clicking on the duplicate layer button on the layer palette.
Mirror the new layer, by selecting the Image menu and choosing Mirror (ctrl + m).
Now right click on the copy of body outline layer on the layer palette and select merge, down. Your body outline layer will now have a complete frog body.
Create a new raster layer, by clicking on the button circled below.
